To complain about a government business, department, agency or local government in your State or Territory Your State/Territory Ombudsman can independently and impartially investigate, review and resolve complaints concerning state / territory / local government departments and agencies, statutory authorities, public servants, local councillors and council staff and police. Any person, organisation or association or MP on behalf of a constituent can make a complaint. There is no charge to you. VICTORIA (1) State Ombudsman The Victorian Ombudsman investigates some complaints about police. But most are referred to the police for investigation and then reviewed by the Ombudsman. If you have difficulty with writing or with English, the Ombudsman may accept a signed statement taken during interview.
